Cecilio Manuel Acosta Olmos
Managing Director
Cecilio is a lawyer graduated from Universidad del Norte, a specialist in Commercial Law from the same university, and a candidate for a Master's degree in Human Rights from Universidad Externado de Colombia. He is a member of the Colombian Association of Immigration Law (ACODEMI). He has more than eight years of experience in the public and private sectors in Land Law, Administrative Law and Human Rights, with a background in executive civil litigation and prior consultation processes.
Before founding H&A Abogados y Asociados S.A.S., Cecilio worked at national and district-level entities, including the National Infrastructure Agency (ANI), the Ministry of the Interior, the Colombian Family Welfare Institute (ICBF), the National Land Agency (ANT), the District Habitat Secretariat, and the Ministry of Foreign Affairs. In the private sector, he has contributed his legal expertise to companies in the construction and security industries.
As Executive Director of Cecilio Acosta Abogados S.A.S., the firm he founded and has led since January 2025, he leads the Corporate and Real Estate Law areas. He supports foreign investors and entrepreneurs through their visa, residency and foreign direct investment processes in Colombia, acting as a facilitating bridge for setting up new companies and registering foreign direct investments with the Banco de la República.
Cecilio is a business-minded entrepreneur who also leads the digital strategy for his personal brand @abogadocecilio on Instagram, and stands out for his leadership, strategic communication, analytical thinking and ability to work under pressure.

Lina Marcela Millán Acosta
Director of the Immigration & Labor Department
Lina is a lawyer from Universidad de Cartagena, a specialist in Labor Law and holds a Master's degree in Labor Law from Universidad del Rosario. She has more than eight years of experience advising national and international companies on individual labor law and immigration matters. She is a member of the Colombian Association of Immigration Law (ACODEMI).
Before joining the firm, Lina worked as a senior consultant at PwC Colombia and as an associate at Baker McKenzie, where she gained solid experience supporting companies strategically in managing their labor relations and handling immigration matters related to the international mobility of talent.
Her practice covers comprehensive advice at every stage of the employment relationship, from hiring and personnel management to disciplinary processes, negotiations and contract terminations, as well as structuring compensation schemes. In immigration matters, she advises companies and foreign workers on obtaining visas and permits and on regularizing their immigration status in Colombia.
Lina has also taken part in due diligence processes for companies in the aviation, financial, retail, services, technology and oil sectors, in the context of mergers, changes of control and foreign capital investments.
Jorge López Castillo
Director of the Tax and Accounting Law Department
Lawyer specialized in Commercial Law, with a Master's degree in Economic Law and a Certified Public Accountant, with more than 10 years of experience in compliance supervision and audits of entities overseen by various Superintendencias. Specialized in financial regulation, tax planning and consumer protection. Extensive experience in corporate structuring, administrative litigation and family wealth tax management.

Senior Lawyer
Lawyer graduated from Universidad Libre de Colombia, with B2+ English and more than seven years of experience practicing Corporate and Business Law. His professional background spans several areas of law, including condominium property law (Propiedad Horizontal), the imposition of legal easements for electrical power, data protection, litigation, and general and medical civil liability and insurance.
He has developed strong skills in providing legal advice to companies and managing legal disputes, allowing him to make a significant contribution to protecting and growing his clients' assets. He also holds a Diploma in General Insurance from the National Insurance Institute and a Claims Adjuster course with Valuative, training that complements his comprehensive knowledge of risk management and insurance and medical sector regulations.
